The LOSSAN Board of Directors is composed of current and former elected officials representing rail owners, operators, and planning agencies along Amtrak’s Pacific Surfliner corridor between San Diego, Los Angeles and San Luis Obispo. LOSSAN is staffed by the Orange County Transportation Authority.

Representing Orange County Transportation Authority
Director Fred Jung currently serves as the Mayor of Fullerton and is member of the Orange County Transportation Authority (OCTA) Board of Directors. Jung was elected to serve a four-year term representing Council District 1 on the Fullerton City Council in November 2020 and was appointed Mayor in 2021.

Paso Robles Councilmember Fred Strong grew up in Greendale, WI, one of three Greenbelt Villages created by the federal government during the depression. He is a proud husband, father of five, and grandfather of six—as well as a tireless advocate for transportation initiatives at all levels of government.
Jewel Edson is a Solana Beach City Council Member and small business owner. Open-minded, energetic and creative, she fearlessly follows through on commitments with transparency, honesty and integrity. She has a life-long love of learning and believes in the importance of making informed and fair decisions.
Representing Los Angeles County Metropolitan Transportation Authority
Director Fernando Dutra currently serves as a member of the Whittier City Council. He was recently re-elected in 2022 representing Whittier’s District 4.
Representing Orange County Transportation Authority
Director Katrina Foley currently serves as the Fifth District Supervisor of the Orange County Board of Supervisors and is member of the Orange County Transportation Authority (OCTA) Board of Directors.
Councilmember Joy Lyndes represents the City of Encinitas District 3 and also is a licensed landscape architect, EcoDistrict Accredited professional, certified Historic Preservation Specialist and a fellow of the American Society of Landscape Architects.

Director Jennifer Mendoza has been a member of the Lemon Grove City Council for over 10 years. Before running for office she served on the Lemon Grove Planning Commission as Chair for 10 years.
Representing Santa Barbara County Association of Governments
Paula Perotte is the first elected Mayor for the City of Goleta and has been involved in serving on the Council since 2010. She is proud to serve the Goodland where she has called home since.
Representing Riverside County Transportation Commission
Dana Reed is Of Counsel to, and Founding Partner of Reed & Davidson, LLP, a Los Angeles based law firm specializing in election, political, governmental ethics and non-profit law. Reed graduated from Loyola Law School in 1974 with a Juris Doctor degree.

As senior member on Council, with a 32-year career of dedicated service as a Burbank Firefighter, Jess Talamantes continues to bring a powerful, new perspective to the Burbank City Council.
Representing Ventura County Transportation Commission
Jim White serves on numerous boards and commissions. He serves as a Commissioner for the Ventura County Transportation Commission and is a Board Member for the California Vanpool Authority. He was recently elected to the LOSSAN Rail Corridor Agency and the Coast Rail Coordinating Council.
