The LOSSAN Board of Directors is composed of current and former elected officials representing rail owners, operators, and planning agencies along Amtrak’s Pacific Surfliner corridor between San Diego, Los Angeles and San Luis Obispo. LOSSAN is staffed by the Orange County Transportation Authority.

Representing Ventura County Transportation Commission
Bryan MacDonald is a City Council Member for Oxnard and currently serving as Chair of the Ventura County Transportation Commission. He was formerly a member of the Oxnard Police Department, serving 30 years before retiring with the rank of Assistant Chief of Police.
Representing Orange County Transportation Authority
Director Fred Jung currently serves as the Mayor of Fullerton and is member of the Orange County Transportation Authority (OCTA) Board of Directors. Jung was elected to serve a four-year term representing Council District 1 on the Fullerton City Council in November 2020 and was appointed Mayor in 2021.
Jewel Edson is a Solana Beach City Council Member and small business owner. Open-minded, energetic and creative, she fearlessly follows through on commitments with transparency, honesty and integrity. She has a life-long love of learning and believes in the importance of making informed and fair decisions.
Representing Los Angeles County Metropolitan Transportation Authority
Director Fernando Dutra currently serves as a member of the Whittier City Council. He was recently re-elected in 2022 representing Whittier’s District 4.
Representing San Diego Metropolitan Transit System
Caylin Frank joined the Poway City Council in 2018 after a career in federal and local government. She represents Poway's District 4. As Poway's Metropolitan Transit System's representative, Caylin has served on the LOSSAN Board of Directors since 2019.
Representing Orange County Transportation Authority
Director Katrina Foley currently serves as the Fifth District Supervisor of the Orange County Board of Supervisors and is member of the Orange County Transportation Authority (OCTA) Board of Directors.
Councilmember Joy Lyndes represents the City of Encinitas District 3 and also is a licensed landscape architect, EcoDistrict Accredited professional, certified Historic Preservation Specialist and a fellow of the American Society of Landscape Architects.
Representing Riverside County Transportation Commission
Dana Reed is Of Counsel to, and Founding Partner of Reed & Davidson, LLP, a Los Angeles based law firm specializing in election, political, governmental ethics and non-profit law. Reed graduated from Loyola Law School in 1974 with a Juris Doctor degree.
Representing San Luis Obispo Council of Governments
Paso Robles Councilmember Fred Strong grew up in Greendale, WI, one of three Greenbelt Villages created by the federal government during the depression. He is a proud husband, father of five, and grandfather of six—as well as a tireless advocate for transportation initiatives at all levels of government.
