Overview

The Ortega Siding Project is an important rail improvement effort designed to increase passenger rail service capacity, reduce delays, and improve travel times along the LOSSAN Corridor in Santa Barbara County. Located parallel to the existing rail line near U.S. Highway 101 and Padaro Lane, the project will help meet growing demand for commuter and intercity service to Santa Barbara, Goleta and San Luis Obispo, while reducing highway congestion, vehicle miles traveled and greenhouse gas emissions.

Improving Rail Travel

By adding approximately one mile of new siding track alongside the existing rail line, this project will create a critical “passing lane” for trains, improving reliability and schedule flexibility. The siding will provide Pacific Surfliner with the rail capacity to add additional rail service to Goleta and San Luis Obispo. This investment supports goals outlined in the California State Rail Plan and strengthens the Central Coast’s transportation network.

Preserving Natural Resources

The Ortega Siding Project is being carefully designed to minimize environmental and community impacts by staying within the existing Union Pacific right-of-way and avoiding sensitive marshlands, beach zones, and coastal bluffs.

Looking Forward

The project is in the preliminary design phase. Initial land surveying was completed in July 2025. Its design will continue through mid-2027. Permitting will follow design, with reviews from relevant agencies. Construction is anticipated to begin in 2028 and is expected to take up to two years.
