I-5 (County Line to Avenida Pico)

I-5 Improvement Project from the San Diego County Line to Avenida Pico

The I-5 Improvement Project from the San Diego County Line to Avenida Pico proposes to improve mobility and provide inter-county and regional connectivity.

Project Overview

OCTA and Caltrans are proposing improvements to 3.4-miles of Interstate 5 (I-5) in the City of San Clemente from the San Diego County line to Avenida Pico. The purpose of the proposed project is to improve mobility and enhance inter-county connectivity by extending the existing carpool lanes in each direction of I-5 and upgrading on- and off-ramps. This stretch of I-5 is a main route to beaches and tourist attractions in coastal communities, with an average daily traffic ranging from 128,000 to 155,500.

The project is in the environmental phase and includes a Build and No Build Alternative.

Proposed Improvements

Alternative No. 1 (No Build)
The No Build Alternative proposes no improvements to I-5, maintaining existing conditions.

Alternative No. 2 (Build Alternative)
The Build Alternative would extend the existing carpool lanes in both directions of I-5 from San Diego County Line to Avenida Pico.

To accommodate the carpool lane extension, the Build Alternative is proposing to modify bridges, construct retaining walls and sound walls, modify on-and off-ramps, and reconstruct auxiliary lanes.
