Carpool lanes, improved connectivity for pedestrians and cyclists, and enhanced safety part of project largely funded by OCTA’s half-cent sales tax for transportation improvements, and with state, federal funds
ORANGE – Local and state officials gathered today to commemorate completion of the I-5 South County Improvements Project, a major milestone in enhancing mobility, safety, and connectivity through one of Southern California’s busiest freeway corridors.
The $687 million project, led by the Orange County Transportation Authority in partnership with Caltrans, spans 6.5 miles between SR-73 and El Toro Road. It delivers vital freeway upgrades and modernized infrastructure for drivers, pedestrians, and cyclists traveling through the cities of Laguna Hills, Mission Viejo, Lake Forest and Laguna Niguel.
“This is a major milestone for South Orange County and the region, and I’m thrilled that we are delivering on our promise to ease traffic congestion and improve connectivity for all who rely on the I-5 freeway,” said OCTA Chairman Doug Chaffee, also Orange County’s Fourth District Supervisor. “This project allows residents, workers, and visitors to spend less time sitting in traffic and more time enjoying everything Orange County has to offer.”
The dedication event marks the completion of all major roadway improvements, including:
- Added second carpool lane between Alicia Parkway and El Toro Road
- A new regular lane added in each direction
- Interchange improvements and reconstructed ramps at La Paz Road, Avery Parkway and Los Alisos Boulevard
- Upgrades to local streets, sidewalks, and bike lanes for improved safety and connectivity
- Decorative retaining walls reflecting South County’s ranching heritage
Crews broke ground on the project in summer 2019 and worked on the project in three segments, working through unusually heavy rainy seasons and the COVID-19 pandemic to make the important transportation improvements.
With approximately 390,000 vehicles traveling this stretch of freeway each day, the improvements are expected to significantly reduce bottlenecks, enhance safety, and provide more consistent travel times for daily commuters and visitors alike.
“The I-5 South County Improvement Project is another great example of Caltrans’ successful partnership with OCTA,” said Caltrans District 12 Director Lan Zhou. “The improvements on this important highway will create a safer and more efficient travel experience for all motorists. We would like to thank members of the public for your patience during construction. Enjoy the better performing corridor and drive safely.”
The project was funded primarily by Orange County voter-approved Measure M, a half-cent sales tax for transportation improvements, with additional support from state and federal funding sources.
While some final work on landscaping and electrical systems continues, all freeway lanes and major improvements are now open and fully operational.
