2023 Orange County Complete Streets Program
Overview
In December 2022, the OCTA Board of Directors authorized the use of up to $55 million for a future Complete Streets call for projects using federal Surface Transportation Block Grant Program (STBG) and Congestion Mitigation Air Quality (CMAQ) funds. The OC Complete Streets Program (OCCSP) was developed in accordance with a new Southern California Association of Governments (SCAG) project selection process for the apportionment of STBG/CMAQ funds.
The OC Complete Streets Program is intended to support local-agency projects in Orange County that further at least one of the following goals of complete streets projects, and have a transportation nexus:
- Contribute to the creation of a complete transportation network for all modes of travel,
- Consider benefits to all road user types including cyclists, pedestrians, and motorists,
- Improve access for residents and visitors,
- Create streets safe for travel by the most vulnerable – children, older adults, and those with disabilities,
- Support complementary health goals by improving the built environment to encourage walking and biking, and
- Incorporate community input.

Announcements
On February 12, 2024, the Orange County Transportation Authority (OCTA) Board of Directors (Board) approved the 2023 Orange County Complete Streets Program (OCCSP) Project Prioritization Recommendations which awarded $25.052 million in a combination of Surface Transportation Block Grant (STBG) and Congestion Mitigation and Air Quality Improvement (CMAQ) funds to ten projects. OCTA considers these Wave 1 projects.
As part of that February item, the Board also authorized the submittal of nineteen of the remaining OCCSP projects to the Southern California Association of Governments (SCAG) to be considered for final project selection through the STBG and Congestion Mitigation and Air Quality Improvement (CMAQ) Programs 2023-2026 Solicitation for Project Nominations. On June 6, 2024, the SCAG Regional Council awarded $33.421 million in a combination of CMAQ/STBG to nine projects. OCTA is referring to these as the Wave 2 projects.

Submittal Instructions
No hard copy applications will be accepted. Electronic application submittals must be made by uploading project applications to the OC Complete Streets Program SharePoint site. Please contact Denise Sifford at dsifford1@octa.net or (714) 560-5489 to set-up agency access.
Program Workshops, Office Hours and Workshop Materials
