Photo Guidelines

A recent photograph is necessary to complete the youth’s application, even if the youth’s eligibility document includes a photo. Applications with photos that do not meet the guidelines will be rejected.

  • The individual in the photo must be the youth
  • Full face only, similar to a passport photo
  • No hats or sunglasses
  • Must use a plain white or off-white background only
  • A high resolution, color photograph is required

By submitting this application, I understand that the youth may lose the use of their youth reduced fare status if we do not abide by the conditions of the OCTA Reduced Fare Program. View Terms and Conditions and Privacy Policy.

The Orange County Transportation Authority reserves the right to make final reduced fare eligibility determination. This application is for internal use only and will not be subject to public review. It is understood that the issuance of OCTA’s reduced fare status is intended for the applicant only and cannot be shared with another person. If an application is denied, the applicant must submit a written appeal within 14 days of denial notification requesting a review and reconsideration of the application.
