Goods Movement Vision Study
Overview
Goods movement is essential to Orange County’s economy and quality of life. Every day, trucks travel across the county’s highways, railways, and major roads to connect businesses, industrial areas, and distribution centers with regional and national markets. As freight activity continues to grow and evolve, Orange County faces new challenges related to congestion, safety, land use, and community impacts.
The Goods Movement Vision Study is a strategic planning effort led by the Orange County Transportation Authority (OCTA) to evaluate current goods movement conditions, identify key issues and opportunities, and develop a long-term vision for more efficient, sustainable, and reliable freight movement throughout the county. The study will support future planning efforts, including OCTA’s 2026 Long Range Transportation Plan, and serve as a resource to address goods movement related challenges in Orange County.
Objectives and Goals
- Evaluate existing freight corridors, infrastructure, and operations within Orange County
- Identify current and future goods movement needs based on growth, land use, and economic trends
- Highlight challenges related to congestion, safety, environmental impacts, and land use conflicts
- Develop strategies to support more efficient, reliable, and sustainable freight movement
- Coordinate with regional partners, local jurisdictions, and industry stakeholders to ensure broad alignment
