Title VI of the Civil Rights Act of 1964

Protecting Your Rights: 

The Orange County Transportation Authority (OCTA) operates all of its services, programs and activities without regard to race, color, or national origin in accordance with Title VI of the Civil Rights Act of 1964. Any person who believes that he or she, or as a member of a specific group, has been subjected to discrimination, may file a Title VI complaint with OCTA. OCTA prohibits intimidation, coercion, or engagement in other discriminatory conduct against anyone because he or she has filed a complaint to secure rights protected by Title VI.

How Do I File a Title VI Complaint

If you believe you have been discriminated against based on race, color, or national origin, you may file a complaint within one hundred and eighty (180) days of the date of alleged discrimination. The complaint should include the following information:

  • Your name, address and how to contact you (e.g. telephone number, e-mail address, etc.)
  • How, when, where and why you believe you were discriminated against. Include the location, names and contact information of any witnesses.

You may file a complaint directly with OCTA in writing by filling out the Title VI complaint form found below. If unable to access the form, you may mail or email your complaint with the requested information above. Written complaints can be emailed to titlevi-inquiries@octa.net or mailed to:

You may also file a Title VI complaint directly with OCTA: online by filling out a Customer Comment Form , calling OCTA’s Customer Service Department at 714-636-7433 on weekdays from 8:00 AM to 5:00 PM, or in person by visiting OCTA’s administrative office located at 600 S. Main St. Orange, CA 92868. An OCTA Customer Relations Representative will assist with writing a complaint if the complainant is unable to do so. Alternative accessible formats are available upon request.

In addition to utilizing the Civil Rights complaint process at OCTA, a Complainant may file a Title VI complaint with the Federal Transit Administration (FTA) Office of Civil Rights for complaints related to OCTA’s fixed route service or the Department of Transportation in Washington, D.C. for complaints related to FHWA funded projects:
