Proposed Work to be Completed

The proposed project includes the construction of a new rail yard, storage and servicing tracks, operations and maintenance buildings, landscape improvements, pedestrian improvements, and safety and security features. Perimeter fencing would be installed around the facility for site security and public safety. Since funding is not available to construct the entire facility at once, construction phasing for the project is anticipated. This includes constructing the initial most critical portions of the facility, and the remaining components as need arises and funding becomes available.

The full build-out of the project will include:

  • Train Wash Track

  • Service & Inspection (S&I) Track

  • Three (3) Storage Tracks

  • Buildings to support:

    • Operations and fleet maintenance

    • Shop and Parts Storeroom

    • Maintenance of Way

    • Train wash

    • Wheel profiling

Project Benefits

  • Provide a location north of Los Angeles for the Pacific Surfliner trains to have preventative and minor maintenance performed

  • Improve the overall reliability of the equipment, reducing equipment related delays and improving on-time performance.

  • Allow the opportunity for a desired active transportation connection to be made between adjacent developments to the facility and the San Luis Obispo Amtrak station.

Funding

The Project cost is estimated at $27.3 million and is currently funded through the initial phase of construction with Transit and Intercity Rail Capital Program, Proposition 1B and State Transportation Improvement Program funds.

Project Schedule

This work is expected to be complete in the fall of 2021 with the adoption of the environmental document. Final design of the project is anticipated to be completed in late 2022 or early 2023, with construction anticipated to begin in mid- to late-2023.

Scoping Meeting

A virtual public scoping meeting was held for this project on Wednesday March 10, 2021, at 6:00pm as part of the City of San Luis Obispo Planning Commission meeting. A presentation was made that included a description of the project and the purpose of the scoping meeting. The public was also given the opportunity to present comments on the project that will be incorporated into the environmental impact report. The public comment period will remain open through March 26, 2021.
