For the past decade, OCTA has been responsible for keeping motorists moving along the 91 Express Lanes while reinvesting toll revenue for improvements to the SR-91.

In 2013, OCTA celebrated a decade of ownership of the 91 Express Lanes. Since purchasing the 10-mile stretch of roadway on behalf of the people of Orange County, OCTA has improved the entire SR-91 corridor for the benefit of travelers on both the express lanes and the general purpose lanes. Customers on the express lanes save an average of 30 minutes per trip and experience a more reliable commute. During this past year, OCTA completed an agreement for seamless operation of the 91 Express Lanes to extend eight miles into Riverside County. In addition, OCTA continued its strong heritage of continuous improvement by adding violation enforcement lights to deter non-paying motorists from using the express lanes.
