91 Express Lanes

HIGHLIGHTS

Ten years of ownership In 2003, OCTA purchased the 91 Express Lanes from a private owner to remove a non-compete clause that prevented improvements to the SR-91.

Two new lanes on the SR-91 During the fiscal year, two new six-mile lanes (one in each direction) were added to the SR-91. This was made possible through OCTA’s purchase of the 91 Express Lanes which opened the door for improvements to the SR-91 by eliminating the “non-compete” provision that existed under the previous owner’s agreement with Caltrans that restricted adding more capacity to the SR-91 corridor.

Innovative management Under OCTA’s stewardship, the 91 Express Lanes became one of the first managed roads in the country with a congestion management tolling policy designed to maximize traffic at free-flow speeds.

Lanes extend into Riverside County Last year, OCTA and the Riverside County Transportation Commission (RCTC) agreed to extend the lanes eight miles into Riverside County.

New agreement with RCTC and Cofiroute This fiscal year, OCTA completed a three-party agreement with the Riverside County Transportation Commission (RCTC) and Cofiroute USA for the operation of the 91 Express Lanes to ensure streamlined, consistent inter-county travel for motorists along all segments of the 91 Express Lanes in Orange and Riverside Counties.

New high-tech lights Violation enforcement lights were installed on gantries on the 91 Express Lanes to deter non-paying motorists from entering.

‘A’ bond ratings for the past 10 years The 91 Express Lanes received an ‘A’ bond rating from Standard and Poor’s, Fitch Ratings and Moody’s Investors Service. The 91 Express Lanes was the first single-asset express lane facility to receive an ‘A’ bond rating and it has retained that mark of financial stability for the past 10 years.
