Customers saved an average of 30 minutes per trip by using the 91 Express Lanes.

OCTA signed a cooperative agreement with RCTC to extend the 91 Express Lanes eight miles east from the Orange/Riverside County line to the I-15 interchange. The agreement outlined each agency’s responsibilities in mitigating the impacts of construction on the existing 91 Express Lanes and established a framework for cooperation and coordination to ensure that customers have a seamless transition along the two toll facilities.

Through negotiations with Caltrans, OCTA secured an amendment to the lease agreement that extended the lease to 2065.

Key 91 Express Lanes highlights

New software New account management software added increased accuracy to toll facility operations. It also made life easier for customers when creating accounts, adding to prepaid toll balances, updating account and vehicle information, and even paying violations online.

New high-tech gantries Working at night so traffic wouldn’t be disrupted, crews dismantled the old gantries and began installing new cantilever structures.

New monitoring equipment installed Toll recording and traffic management equipment was mounted behind new lane identifying signage on the new gantries.

A Ratings for the Express Lanes The 91 Express Lanes received an A rating from Standard and Poor’s, Fitch Ratings and Moody’s Investors Service.
