    OCTA, in partnership with Caltrans, propose to modify the Interstate 5 (I-5) / El Toro Road Interchange. The purpose of the project is to improve traffic flow, optimize traffic signalization, reduce queuing at freeway on- and off-ramps, and reduce congestion at and through local street intersections adjacent to the I-5 / El Toro Road Interchange within the cities of Lake Forest, Laguna Hills and Laguna Woods.

    Currently the project is in the environmental review and preliminary engineering process. An Initial Study (IS) and Environmental Assessment (EA), with proposed Mitigated Negative Declaration (MND) will be prepared to evaluate potential effects that could result from the proposed project.

    Public Information Meeting (Open House) in Summer 2018

    On Wednesday, July 25, 2018, OCTA and Caltrans will host a public information meeting in an open house format to discuss the proposed project and the ongoing environmental review and preliminary engineering process. The meeting will take place at Laguna Woods City Hall and span from 5:30 – 7:30 p.m.

    Members of the public are invited to attend, meet the project team, learn about the project, its timeline as well as ask questions. As part of its public outreach program, OCTA and Caltrans will run meeting notices in local papers, direct mail postcards to the immediate surrounding area and communicate meeting details via other platforms, including this webpage and social media

    Note: This public information meeting is not a legally required meeting. It is being hosted to facilitate public awareness and participation, and as a best practice.

    Schedule

    The environmental phase started in May 2017 and is anticipated to be completed by late 2019. The draft IS/EA is anticipated to be released for public review and comment in mid-2019.

    OC Go

    This project is included in the Capital Action Plan and is part of Project D in the Measure M2 (now called OC Go) freeway program.
