Grants Compliance & Program Controls

The Grant Compliance Office is the Authority's focal point for guidance on federal rules and regulations, and is responsible for developing, maintaining and implementing OCTA's federal compliance oversight program, which includes assistance to OCTA's divisions in ensuring the responsible use of federal funding.

Program Overview

The Grant Compliance Office disseminates guidance on new requirements, monitors changes in federal requirements, assists in the interpretation and implementation of current requirements, provides staff training, and plays a lead role in external federal audits and reviews. These compliance oversight activities also include managing OCTA’s federal subrecipient oversight program, which offers guidance to Project and Program Managers and conducts annual certifications along with full desktop and on-site compliance reviews of subrecipient agencies within Orange County. These federal requirements span several administrations of the United Stated Department of Transportation.

The Grant Compliance Office also manages a Program Controls program that is also designed to reduce non-compliance risk to the Authority. This Program ensures the accurate and timely review, approval, and payment of contract invoices, while confirming costs are allowable and in compliance with contractual terms and conditions. Through systematic monitoring, the Program can help ensure a project effort remains on track with the planned scope, cost, and schedule.
