  • Background Information

    With the opening of the extended HOV lanes and the reconstruction of the Avenida Pico Interchange, the I-5 South County Improvements Project is complete. This 5.7 mile project, a partnership between OCTA and Caltrans, extended the carpool lane in each direction of I-5 from San Juan Capistrano to San Clemente. The project also reconstructed the Avenida Pico interchange, adding dual left-turn lanes to both on-ramps and widening the northbound on-ramp to three lanes.

    Funding

    This $230 million project was funded by Measure M (now named OC Go), Orange County's half-cent sales transportation tax, and state and federal funding.

    Construction

    The project was constructed in three segments:

    • The segment from Pacific Coast Highway to San Juan Creek Road was built by Shimmick Construction;
    • The Avenida Vista Hermosa to Pacific Coast Highway and Avenida Pico to Avenida Vista Hermosa segments were built by Flatiron Construction.
