OC ACCESS Service Eligibility

OC ACCESS was created in response to the requirements of the Americans with Disabilities Act (ADA). OCTA offers this service for individuals who are physically and/or mentally disabled and cannot use the regular fixed-route OC Bus service.

Eligibility for OC ACCESS service is based on a person's functional abilities and limitations due to a disability, not a specific diagnosis or disability. OC ACCESS eligibility may be valid for up to 5 years. At the expiration of your eligibility, you must be recertified.

What determines your eligibility?

A person may be eligible for OC ACCESS service:

  • If he or she is unable to board or exit the fixed-route OC Bus;

  • If he or she is unable to get to or from a bus stop due to physical and/or environmental barrier

  • If he or she does not understand how to ride the OC Bus service due to a cognitive disability.


The certification process

OCTA has a formal certification process that follows strict ADA guidelines. The certification process starts with a completed application and an in-person functional assessment. The entire assessment process may take up to an hour.

If you are found eligible, an OC ACCESS identification number will be included with the notification letter, along with a Rider's Guide describing OC ACCESS services and how to use them.

How to apply for OC ACCESS Service

To request an application, please call the OC ACCESS Eligibility Office at (714) 560-5956 (se habla Español) or download and print the OC ACCESS Application Form (OC ACCESS Aplicación en Español).

Once you have completed this application, call the OC ACCESS Eligibility Office at (714) 560-5956, extension 2 or TDD at (714) 560-5474 to schedule your in-person functional assessment.

Please do not mail in the application. You must make an appointment for an in-person functional assessment.
