2024 Board Members

The OCTA Board of Directors is comprised of 18 individuals that represent Orange County. Specifically, 17 Board members govern OCTA with the Caltrans District Director serving as the 18th member in an ex-officio capacity.

Tam T. Nguyen

Chair Tam T. Nguyen serves as a Public Member on the Orange County Transportation Authority (OCTA) Board of Directors. He joined the Board in April 2021 and currently serves as a member of OCTA's Executive, Finance and Administration, Legislative and Communications Committees, as well as OCTA's Diverse Leaders Group. Chair Nguyen also serves as one of Orange County's representatives to the Southern California Regional Rail Authority (Metrolink) Board of Directors.

Doug Chaffee

Vice Chair Doug Chaffee currently serves as the Fourth District Supervisor of the Orange County Board of Supervisors. He joined the Orange County Transportation Authority Board of Directors in January 2019.

Ashleigh Aitken

Director Ashleigh Aitken was elected as the 48th mayor of Anaheim in November 2022. She is the first woman mayor in Anaheim’s 167-year history, representing all Anaheim residents, neighborhoods, and businesses on the City Council. Orange County's City Selection Committee selected Aitken as a city council representative to the OCTA Board of Directors in November 2023.

Director Valerie Amezcua currently serves as the first female Mayor in the City of Santa Ana's 153-year history. Orange County's City Selection Committee selected Amezcua as a city council representative to the OCTA Board of Directors in November 2023.

Andrew Do

Director Andrew Do currently serves as the First District Supervisor of the Orange County Board of Supervisors. He joined the Orange County Transportation Authority Board of Directors in February 2015 where he served as Chairman in 2021.

Jon Dumitru

Director Jon Dumitru is a lifelong resident of the City of Orange and now resides in and serves as the City’s District 2 representative to the City Council. Most of the Dumitru family also live in Orange, and those not residing in the United States live in the southern European countries of Romania, Hungary, and Croatia. Dumitru attended all Orange Unified Schools as a youth and is a proud graduate of Orange High School.

Director Jamey Federico was elected to the Dana Point City Council in November 2018. Orange County's City Selection Committee reappointed Federico as a city council representative to the OCTA Board of Directors in January 2023.

Director Katrina Foley currently serves as the Fifth District Supervisor of the Orange County Board of Supervisors. She joined the Orange County Transportation Authority Board of Directors in April 2021.

Director Patrick Harper was elected to the Fountain Valley City Council in November of 2018 and was appointed Mayor in 2021. Orange County's City Selection Committee reappointed Harper as a city council representative to the OCTA Board of Directors in January 2023.

Michael Hennessey

Director Michael Hennessey has served as a Public Member on the Orange County Transportation Authority Board of Directors since 2011 where he served as Chairman in 2017. He currently serves as the Chairman of the Finance Committee and is a member of the Executive Committee.

Fred Jung

Director Fred Jung was elected to serve a four-year term representing Council District 1 on the Fullerton City Council in November 2020 and was appointed Mayor in 2021. Jung is the first Asian-American Fullerton City Council Member in over 20 years. Orange County's City Selection Committee reappointed Jung as a city council representative to the OCTA Board of Directors in January 2023.

Farrah N. Khan

Director Farrah N. Khan made history in November of 2020 becoming the 23rd Mayor of Irvine. She not only received the highest number of votes for the position of Mayor in the city’s history, but also shattered glass ceilings as the first woman of color to hold the position, and the first Muslim woman to lead a large city in the United States. Orange County's City Selection Committee appointed Khan as a city council representative to the OCTA Board of Directors in January 2023.

Stephanie Klopfenstein

Director Stephanie Klopfenstein, born and raised in Garden Grove with family roots dating back to the town's early 1800s, was elected to the Garden Grove City Council in November 2016 and subsequently reelected in November 2020. Orange County's City Selection Committee selected Klopfenstein as a city council representative to the OCTA Board of Directors in November 2023.

Director Donald P. Wagner serves as the Third District Supervisor of the Orange County Board of Supervisors. He joined the Orange County Transportation Authority Board of Directors in April 2019. Wagner is honored to represent over 630,000 diverse residents in the communities of Anaheim Hills, Irvine, Lake Forest, North Tustin & Tustin, Orange, Mission Viejo, Rancho Santa Margarita, the unincorporated canyons, Villa Park, and Yorba Linda.
