The first all‑electronic toll facility in the country, the 91 Express Lanes uses an innovative congestion‑management pricing policy to deliver significant time savings on one of the busiest highways in the region, allowing customers to live life on time.

The 91 Express Lanes has always been more than a safe, reliable transportation alternative. It is also an economic engine that funds critical projects benefitting all drivers along the Riverside (SR‑91) Freeway.

Since 2003, OCTA’s ownership of the 91 Express Lanes and partnership with the Riverside County Transportation Commission have directly resulted in the investment of nearly $2 billion to improve the regular SR-91 lanes on both sides of the county line. An additional $1 billion in improvements are planned over the next 20 years.
